One billion people worldwide cannot prove their legal identity. Without proof, they are more vulnerable to poverty, statelessness, exploitation, and abuse. A strong civil registration and vital statistics (CRVS) system is the foundation for governments to manage identity. This system captures current identity characteristics by registering the vital events of a country’s entire population, including births, marriages, divorces, and deaths.
