ICAO TRIP Guide on evidence of identity

These guidelines addresses the complexities associated with establishing (with an emphasis on birth registration) and verifying an identity to a high degree of confidence by mapping and analyzing the procedures and processes required in the context of issuing travel document. At the same time the guide recognizes that each context is different and all authorities need to  balance the risk of identity fraud against the provision of efficient services to genuine citizens and low-risk travelers.
